Job Description
The City of East Point, GA is hiring a Transportation Engineer II to assist in designing, maintaining, and planning highways and streets. Responsibilities include managing construction projects, supervising staff, reviewing development plans, and conducting site inspections. A Bachelor's Degree in Civil Engineering and four years of related experience are required. The position is full-time with a salary range of $80,000 to $90,000 annually.

This position will assist the City of East Point in the design, maintenance, and planning of highways and streets. The Transportation Engineer will report to the Assistant Public Works Director. Responsibilities include resolving Transportation Engineering problems, managing transportation related construction projects and supervising assigned staff as required.
Major Duties
• Assists in the development of new City transportation projects;
• Assist in completing the approved East Point TSPLOST list of projects;
• Manage design consultants and contractors in support of the TSPLOST;
• Write scopes and specifications for Request for Proposals
• Reviews new development plans, for compliance with minimum requirements for design and construction;
• Prepares engineering designs, specifications, costs and quantity estimates for Public Works projects; obtains required easements or permits for streets and storm drainages;
• Conducts site inspections of construction projects and discusses problems that may require project changes with affected crews or contractors; recommends methods of resolving unusual, complex engineering problems related to stormwater drainage, road construction and water and sewer;
• Serves as a project engineer; researches applicable codes, regulations and requirements for assigned projects; develops engineering plans and compiles preliminary layout of plans; writes specifications for plans; coordinates required advertising for bids; advises contractor(s) and construction inspectors during actual construction;
• Reviews plans through "red-lining," making plan review comments on development plans, and assists with final decisions on coordination of development permits;
• Attend weekly plan review meetings;
• Facilitates engineering bid proposals on City projects and provides bid recommendations to the City Council;
• Investigates citizen complaints regarding roadway, storm drainage and right-of-way problems related to the City infrastructure and public works projects and makes recommendations for corrective action as needed;
• Attends meetings and serves on committees;
• Public meetings may be required during evenings occasionally;
• Performs other duties as assigned.
Minimum Qualifications
Required:
• Bachelor's Degree in Civil Engineering, Civil Engineering Technology or related field supplemented with four (4) years of related experience.
• Ability to obtain Georgia Soil & Water Level II/Certification
• Valid State of Georgia Driver's License
• Any equivalent combination of education and experience sufficient to successfully perform the essential duties of the job will be considered.
• Obtain GDOT PDP Certification within one (1) year of hire
Preferred:
• Ability to obtain an Engineer-In-Training (E.I.T.) Certification
• At least four (4) years of project management experience in roadway design, civil site construction
• At least four (4) years of experience preparing plans with AutoCAD and \or Microstation. Experience with AutoCAD 3D civil, InRoads, GIS or similar design software is a plus;
Knowledge Required by the Position
• Knowledge of City and department policies and procedures;
• Knowledge of State and Federal regulations and standards for highway and drainage design;
• Knowledge of GIS and Computer-Aided Design (CAD);
• Knowledge of the principles and practices of civil engineering as applied to drainage, road infrastructure design construction and water and sewer construction;
• Knowledge of work zone safety techniques;
• Skilled in the use of Microsoft excel making calculations using spreadsheets
• Skill in designing storm drainage systems
• Skill in using independent judgment and discretion and prioritizing, scheduling and delegating assignments;
• Skill in operating modern office equipment;
• Skill in analyzing, interpreting and preparing reports;
• Ability to establish and maintain cooperative and effective working relationships with others
• Ability to communicate effectively orally and in writing;
• Ability to work under pressure and meet deadlines;
• Ability to exercise professional engineering judgment to achieve results consistent with objectives.
Supervisory Controls:
The Division Manager assigns work in terms of general instructions. Work is spot-checked and reviewed for accuracy and the nature and propriety of final results.
Guidelines:
Guidelines include generally accepted engineering practices, Federal (AASHTO), State and Local statutes and regulations, MUTCD, and GADOT standard specifications. These guidelines are general as well as clear and specific and may require some interpretation in application.
Complexity:
This position consists of a variety of tasks involving engineering and project management.
Scope and Effect:
This position is responsible for engineering related to the design and construction of City Public Works projects.

Contact is typically with co-workers, engineers, regulatory officials, contractors, construction workers and the general public.
Purpose of Contacts:
Contacts are typically accessed to give and exchange information, resolve problems and provide services.
Physical Demands:
The work is typically performed with the employee sitting, standing, walking, carrying, climbing, crawling, bending, stooping or kneeling and may lift light to moderately heavy objects. Employee is required to move around construction sites and to use tools requiring a high degree of dexterity.
Work Environment:
The work is typically performed in both an office and outdoor environment. The employee may be exposed to dirt, dust, noise, machinery with moving parts, rough terrain and occasional sustained exposure to hot, cold or inclement weather. The employee may be required to wear protective and safety equipment as needed.
