Job Description

Pacific Environment is hiring a State Climate Policy Manager to support climate policy campaigns focused on zero-emission shipping and ports. The role involves research, writing, advocacy, and administrative support, with a preference for candidates with legislative experience. While the position is primarily remote, occasional travel for meetings and events is required. Candidates should have at least three years of relevant experience and strong communication skills.

Position
Pacific Environment seeks a State Climate Policy Manager to support our climate policy team and provide critical policy support for Pacific Environment’s campaigns on zero-emission shipping and ports. They will provide research, writing, and analytical support to execute the Climate program’s legislative and campaign priorities, and administrative support for meetings, and events. This position is well-suited for someone who is interested in policy advocacy and has a passion for solving the climate crisis. Legislative experience is preferred.

This position will report to the Climate Policy Director.

Location
The position has a flexible location, with Seattle, WA, preferred. While most work will be completed remotely, there will be occasional travel obligations for in-person meetings and events.

Responsibilities
- Policy lead in Washington and Oregon to support adoption of CA’s shipping regulations
- Conduct research and analysis to support policy development
- Advocate before the State Legislature, at regulatory hearings, and stakeholder meetings
- Lead on bill tracking for Oregon and WA
- Support bill tracking at the federal level and California
- Draft initial position letters, public testimony, fact sheets, and policy papers
- Support engagement with California Clean Shipping coalition and Sea-tac coalition
- Monitor hydrogen activities in WA and Oregon identify and flag issues of concerns.
- Track Policy team’s progress against OKRs; draft program updates for donors reporting.
- Administrative, meeting, and logistics support to execute campaign activities and events

Key Qualifications
- Minimum 3 years of work relevant work experience, particularly with policy advocacy or environmental and social change organizations
- Familiarity with Washington and California legislative and regulatory landscape and process
- Meticulous attention to detail and quality of work product
- Excellent interpersonal, verbal, and written communication skills
- Ability to problem-solve and manage competing priorities is essential
- Excellent organizational and project management skills
- Discretion in maintaining confidential information
- Proficiency with Microsoft Office, Google Suite, and online research tools is necessary
