Job Description

Chugach Electric Association seeks a Regulatory Analyst in Anchorage, AK, to conduct complex economic and financial analyses for regulatory and strategic initiatives. Responsibilities include preparing reports, supporting regulatory filings, developing financial models, and performing data integrity checks. The role requires strong analytical skills, attention to detail, and proficiency in Excel. The position involves collaboration with internal and external stakeholders and is not a remote job.
Summary

This position will perform complex economic and financial analysis in support of regulatory, business development, sales, and strategic planning initiatives. Additionally, the position is responsible for the development of economic research, reports and presentations to internal and external parties concerning the electric utility industry and corporate operations.

Essential Functions
• Assist in regulatory functions and related activities, including regulatory filings, compliance filings and reports, discovery requests, and other work.
• Provide clear, informative, and well supported financial and economic analysis to support company/department objectives, including strategic planning, development of alternative rate designs, and pricing options.
• Assist in the preparation of reports and presentations used to convey information to Executive team and Board members.
• Perform complex economic and financial analysis, including proforma, net present value, discounted cash flow and forecast modeling.
• Update, maintain, and develop complex models to support regulatory filings, corporate analysis requirements, and strategic planning and analysis.
• Review data integrity by building cross-checks between published information, records and reports. Resolve inconsistencies among data sources.
• Assist in the preparation of the annual sales and revenue forecast. Perform analysis of historical and projected trends and compiles analytical outputs to include scenarios that examine market, seasonal, and other impacts.
• Assist in the preparation of cost of service, fuel filings, revenue requirement determinations, and related analysis.
• Provide financial and statistical analysis on information derived from accounting system, billing system, and other data systems.
• Prepare and analyze data used for revenue requirement analyses, embedded and marginal cost?of?service studies and rate design.
• Perform other duties as assigned.

• Manager/Sr Manager, Regulatory Affairs: Reports to, confers with, accepts direction from, gives and receives information.
• Chief Legal Officer: Confers with, accepts direction from, gives and receives information.
• Regulatory Staff: Confers with, gives and receives information.
• Other Chugach Departments: Confers with, give and receive information

External
• Bargaining Unit Representatives
• RCA Staff: Provides required information to staff
• Data Providers: Obtains information

Competencies
• Current knowledge of economic and financial analysis methods and the ability to evaluate results and prepare reports to support strategic decision-making.
• Organizational skills, high level of accuracy and attention to details are essential.
• Proven analytical skills and the ability to organize analytical results into concise and informative reports.
• skills in the use of excel spreadsheet software.
• Must be able to maintain a high level of confidentiality, be self-motivated and able to work independently with little supervision.
• Must be able to perform both routine and non-routine tasks in a fast-paced office environment.
• Must be able to interact effectively with the public, management, and other employees. Must have proven interpersonal skills to include ability to coordinate with other support staff and the ability to interact competently with all areas of management, the public and other companies.
• Must have the ability to exercise good judgement in a variety of situations.
• Must have ability to identify sensitive or confidential information and abide by confidentiality requirements.
• Must have the ability to communicate clearly, orally and in writing.
• Must have the ability to switch quickly between tasks. Must be able to perform duties under deadline pressure. Must be able to multi-task.
• Must have the ability to prioritize routine assignments from Department staff and recognize when to seek assistance from supervisor.

Supervisory Responsibility

This position does not have supervisory responsibility.

Work Environment

Work is performed in a standard office environment. This position may require work to be performed outside of regular business hours.

Minimum Qualifications and Experience

Education

Bachelor’s degree in economics, finance, or related discipline, required.

Experience

One (1) year experience in economics, finance, or related field, required. Experience to include use of financial, economic, and statistical analysis tools to produce meaningful and useful information. Experience in union/utility environment preferred.
