The Department of Transportation Services, Transportation Engineering Division is looking for an innovative and strategic individual to join their team as a Planner V (Bicycle Planning)! Join us in creating a safer, more sustainable future by advancing bicycle-friendly communities and making a lasting impact on transportation and recreation!

This position is responsible for developing, coordinating, and implementing a proactive safety plan aimed at reducing bicycle accidents within the broader context of the City's traffic safety program, while promoting bicycles as an effective means of transportation and recreation.

Duties and responsibilities of this position include, but are not limited to:
• Coordinating a City-wide bicycle safety program, serving as the City representative on the Bicycle Advisory Committee by attending meetings and implementing recommendations, projects, and investigations, and using a motor vehicle to attend public events such as college fairs, craft fairs, and bike month events to educate children and adults about bike safety;
• Preparing and disseminating educational materials, courses, and programs on safe bicycling for various groups, developing and implementing community relations through news/social media releases, media interviews, TV and radio spots, bicycle touring information for Oahu, and the City website, while overseeing bicycle education and shared mobility programs;
• Participating in long-range planning for bicycle-related capital improvement projects, providing input for the Statewide Master Plan for bikeways on Oahu by compiling data, researching alternatives, and suggesting funding priorities, while conducting field inspections, investigations, and studies using a motor vehicle to ensure project feasibility and accuracy, applying planning knowledge of relevant guidelines and standards to advance active projects or assess potential future ones;
• Providing input on new bikeways, renovation of existing bikeways, and bikeway aspects of specific projects, developing bicycle promotion programs and incentives, and collaborating with agencies and organizations to promote bicycling as a recognized form of recreation, including advocating for the City as a site for cycling events, while attending public events using a motor vehicle to educate children and adults about bike safety;
• Assisting in the enforcement of bicycle-related laws and advising on risk management issues, working with agencies, organizations, and bicycle retailers to encourage bicycle registration and compliance with laws, and developing research priorities while overseeing studies on bicycle accidents, accident locations, and the effectiveness of facility designs, collecting, compiling, and analyzing data on bicycle violations and accidents;
• Initiating projects to promote bicycle use for transportation and recreation, working with employers to develop incentives for employee commuting, and encouraging and developing support programs for bus/bicycle combinations for commuting;
• Serving as the grants manager for bicycle programs by monitoring and preparing grant applications to federal agencies, foundations, and other organizations, attending State, local, regional, and professional meetings on bicycle issues, and responding to public inquiries and requests related to bicycle matters; and
• Performing other related duties as required.

EXPERIENCE REQUIREMENT:

Two years of professional work in planning, coordinating and implementing a bicycling program to include information, education, promotion and public relations activities in support of such program.

EDUCATION REQUIREMENT:

Equivalent to graduation from a regionally-accredited four-year college or university with specialization in city planning, architecture, engineering, economics, sociology, public administration or a related field.
