Job Description

The U.S. Pacific Fleet is hiring a Planner & Estimator at Joint Base Pearl Harbor Hickam, HI. Responsibilities include reviewing technical documents, ordering materials, planning job modifications, conducting site inspections, and preparing reports. Candidates must be U.S. citizens, suitable for federal employment, and pass a pre-appointment physical examination. This position requires personal protective equipment and involves exposure to potentially harmful agents.
Duties
• You will review technical work documents, manuals, procedures, drawings and instructions to accomplish outlined work.
• You will order material to support equipment maintenance and repairs.
• You will follow progress of work and assist other planners and engineers in eliminating backlogs and ensure proper prioritization of resources.
• You will plan and prepare detailed job plans for the modification, maintenance, repair, and disposition of Shipyard equipment.
• You will perform site inspections with cognizant shops to scope maintenance work, working conditions, restrictions and unusual requirements.
• You will prepare written reports of inspections, including locations, nature, and extent of deficiencies, and major items of material required to correct them.
• You will assist with maintaining of an inventory of consumables and other materials.
• You will analyze work to determine best method of accomplishment, i.e. Shipyard shop, NAVFAC minor work, contracts, etc.
• You will establish work procedures for correcting deficiencies of a routine nature and may elaborate on work procedures issued by engineers for correcting complex and/or critical deficiencies.

• You will be required to successfully complete a pre-appointment physical examination.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
• This is a bargaining unit position.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Work requires frequent field checks which involve walking, climbing, stooping, and bending. Work also requires entry into underground tunnels, caisson tanks, working at heights and in confined spaces.

ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
