Job Description
The California Department of Transportation is seeking a NEPA/CEQA Guidance and Climate Specialist in Sacramento, CA. The role involves developing NEPA/CEQA guidance, conducting environmental document reviews, and addressing climate-related issues. Candidates must be eligible through the Environmental Scientist exam. The position may allow for telework, but in-person attendance is required based on operational needs. Business travel may also be necessary.
Under the general direction of the Chief, Environmental Management Office, the incumbent assists in the development and maintenance of National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), and climate guidance. This includes, but is not limited to, assisting with regular Standard Environmental Reference (SER) maintenance and update efforts, supporting teams throughout the Division of Environmental Analysis (DEA) regarding statewide NEPA/CEQA policy and guidance, conducting environmental document reviews, preparation of program-level documents, and general activities related to climate change, greenhouse gas (GHG) emissions, sea-level rise, air quality, vehicle miles traveled (VMT), and adaptation/resilience, among others.

Working Conditions
Position located at 1120 N Street, Sacramento, Sacramento County.
Multiple positions may be filled from this recruitment.
The work environment is fast-paced, busy, and requires considerable flexibility in managing one's time, priorities, and assignments. It can be demanding and/or stressful. The incumbent may be required to travel to district offices or other meeting facilities. While traveling, the incumbent may experience all climatic conditions, including rain. While at the base of operation, the employee will work in a climate controlled office under natural and artificial light. However, due to periodic problems with the heating and air conditioning, the indoor temperature may fluctuate.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
