Entry-Level Federal/State Proposal Writer & Opportunity Researcher

JOB DESCRIPTION
We are seeking a motivated and detail-oriented individual to join our team as an Entry-Level Federal/State Proposal Writer & Opportunity Researcher. This role is ideal for professionals with 1–2 years of hands-on experience in government contracting—particularly those who have worked on RFP, RFI, and RFQ development in IT, staffing, or professional services. The ideal candidate will have familiarity with federal and state contracting platforms such as SAM.gov, GSA schedules, and various state procurement portals. The successful candidate will support business development efforts by identifying relevant opportunities and assisting in the preparation of well-structured, compliant, and compelling proposal responses.
Key Responsibilities:
• Research and identify federal and state government contracting opportunities using portals such as SAM.gov, FPDS, USAspending.gov, and OSDBU websites.
• Monitor and track upcoming solicitations, pre-solicitations, and contract award trends.
• Research and navigate various state procurement portals, understanding basic registration, insurance, and compliance requirements.
• Assist in drafting and editing proposal responses, including executive summaries, past performance narratives, compliance checklists, resumes, and other required sections.
• Format, organize, and package proposal documents in compliance with solicitation instructions.
• Write and respond to emails professionally when communicating with government clients, procurement officers, and teaming partners.
• Maintain an internal repository of templates, boilerplate content, and past submissions.
• Support opportunity pipeline tracking and proposal calendar updates.
• Learn and apply best practices in proposal writing and government contracting compliance.
Qualifications:
• Bachelor’s degree in English, Communications, Business, Public Administration, or a related field.
• 1–2 years of experience supporting proposal writing and/or opportunity research for federal and/or state government contracts.
• Proficient in Microsoft Office, especially Word, Excel, and PDF editing tools.
• Strong written and verbal communication skills, with the ability to craft clear and professional business emails.
• Attention to detail, time management, and the ability to meet deadlines in a fast-paced environment.
