Job Description / Responsibility

The Advocacy and Liaison Coordinator will lead ACF Bangladesh’s efforts in advocacy strategy development and implementation, coordinating closely with regional and global advocacy, /policy and communications colleagues to ensure priorities are aligned with country, regional and global objectives. The position will play a significant role in shaping the external face, liaison and advocacy engagement of ACF in Bangladesh and will represent ACF in key coordination and fora. He/she will also identify, establish and maintain effective communication channels with relevant Bangladeshi national and regional authorities, including relevant ministries, agencies and departments, in areas relevant to ACF programming. The role is intended to work closely with the key stakeholders to highlight and advocate for the rights of the Rohingya refugees and develop and implement organizations advocacy initiatives around the refugee crisis. It would also inform the organization about the evolving context around the Rohingya refugees, including issues on repatriation, cross border humanitarian pipeline etc. to make an informed decision.

Objective 1: Develop an effective advocacy strategy and ensure its implementation through cross-functional collaborations.
• Follow up and advise on the national legislation and policy developments related to humanitarian and early recovery assistance in Bangladesh.
• Develop a dynamic and robust advocacy strategy around the Rohingya crisis that addresses the ever evolving context and its cross border ramifications and ensure its implementation.
• Lead in the building strategic partnerships and engagements with key stakeholders to ensure that the rights of the Rohingya refugees’ are highlighted through sustained advocacy work.
• Define, in collaboration with the Country Director, pathways to influence law and policy making around humanitarian and development interventions of ACF in the country.
• Lead the development and implementation of an advocacy and liaison strategy, working closely with Country Director, programme colleagues, and partner organizations.
• Coordinate with the Country Director, programme/partnership teams, the communication teams and regional advocacy colleagues to develop and regularly update key public and private advocacy messages, campaigns, position papers and documents in line with strategic advocacy objectives in Bangladesh.

Objective 2: Represent the organization.
• Represent ACF in the Bangladesh NGO advocacy-working group, as well as cultivate relationships with other civil society actors and develop partnerships and coordination towards achieving joint goals.
• Initiate and actively contribute to joint NGO advocacy positions, messages, and initiatives, as prioritized in the ACF advocacy strategy.
• Liaise with multiple stakeholders’ in country to stay up-to-date on political developments that may influence ACF’s humanitarian and early recovery programming across the country including the Rohingya crises.
• Coordinate and facilitate communication between ACF Bangladesh and relevant authorities, to foster collaboration and coordination, ensuring timely and accurate dissemination of relevant information, as and when needed.

Objective 3: Collaboration with partners and external stakeholders
• Collaborate closely with partner organizations to develop and disseminate relevant positions that support ACF’s SAP and the interests of the communities ACF serves.
• Draft official communications, including letters and Memorandum of Understanding, to relevant government authorities and bodies, as required and requested.
• Advise on protocol for all such communication.
• Represent ACF Bangladesh at meetings, high-level visits, UN meetings, government of Bangladesh coordination meetings and cluster and other coordination meetings, as appropriate.

Objective 4: Work with focus group
• Work together with country, regional and global communications teams to ensure that ACF’s public-facing messages are in line with and advance the objectives identified by the advocacy strategy and advice on media red lines.
• Support engagement with national and regional media, and act as a spokesperson as and when necessary.
• Provide capacity-building support to ACF’s country staff and partners to strengthen their advocacy and government engagement skills.
• Assist Bangladesh Senior Management Team with meeting and conference preparations and executive administrative support as and when required.

Objective 5: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity.
• Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
• Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
• Ensure the incorporation of gender equity principles in all policies and activities
• Encourage the participation of all genders in meeting and on committee;
• Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Educational Requirements
• Bachelor/Honors
• Minimum bachelor degree in International Relations, Political Science, Foreign Policy, Development Studies, Law, Public Relations or another related field.

Experience Requirements
• 7 to 10 year(s)
• The applicants should have experience in the following business area(s):
• NGO,Development Agency

Additional Requirements

Experience:
• Minim 7-10 years of professional experience in leading advocacy/policy work.
• Strong understanding of refugee right specially understanding around Rohingya crises
• Familiarity with international humanitarian law and Global compact on refugees and it’s applicability in advocacy work.
• Understanding of Principles, humanitarian standards, and code of conducts that define and govern humanitarian actions.

Skills:
• Proven analytical and strategic thinking skills in advocacy initiatives.
• In-depth knowledge of Bangladeshi governmental institutions and policy-making processes.
• Excellent English verbal and written communication skills.
• Strong interpersonal and diplomatic skills.
• Ability to work in a diverse team and on short deadlines.
• Bangladeshi mother tongue or fluent communication skills essential.
• Creativity, hands-on attitude, and attention to detail.
• In-depth understanding and knowledge about Rohingya refugee crisis
